This only works if the companies are required to disclose their throttling practices. I'm surprised the underdog or low cost providers don't use this as advertising leverage. I would pay the same for 768k download as my 5M service if they guaranteed not to throttle the apps I was using. I'd rather have 768k that I could use as I please instead of 5M throttled down to 200k.

Also, I'm sure if someone did a study they would find that the network stress would be lower if they just let one person download their video at full speed in 3 minutes instead of having them strain the network for 2 hours on a throttled service. The overall costs for the ISP, the user, and the content provider would probably drop. Time is money.
