So you are saying that, even though the agreement I have with my ISP allows a certain speed, then I should be limited to a given number of gigabytes of transmission or reception. It's a good thing people like you aren't in control. You assume I must be guilty based upon usage. What if I'm just participating in distributing free open source software? You sound like No_Axe_To_Grind. What does WISP stand for, Windows In Sole Possession or Whiny Insecure Software Producer?

BTW, AT&T isn't throttling the speed of my download, but something is limiting how much data I can get in one Bit Torrent session. I've been trying to DL the entire DVD set of Debian GNU/Linux and getting nowhere. Connections time out every 1 gb or so. This may also explain my system hanging in the middle of upgrading an Ubuntu workstation.
