Technically every computer out there is a server. By definition a server is computer that is listening for connections. Most operating systems, some worse than others, are listening for connections an all kinds of ports. A pure client does not have listening ports and only makes out going connection to servers that are listening.

So for example Windows XP is a server when it is listening for connections on Port 135 to allow for other computers to map drives to it.

By default a firewall blocks all incoming connections so this really isn't an issue. You actually have to punch a hole in your firewall or turn it off to become a server. Most hardware firewalls have a nice web Gui allowing you do this however but average Joe who isn't needing to host an online game often doesn't do this.
