BitTorrent has a way of maxing out one's up/down speed because of the sheer
number of connections, thus your d/l rate is not limited by the server on the other
side. However, the maximum speed any traffic that goes to your computer can
take is THE DOWNLOAD SPEED YOU HAVE ALREADY PAID FOR.

The companies charge their customers X dollars per month for a download rate of
Y Mbps, and yet they cannot handle actually PROVIDING this download rate to all
of their customers, and so they put limits on how much of this people can
ACTUALLY use.

How would you feel about your bank, say, instituting a limit on how much of your
money you may access, because too many people are actually SPENDING a
significant portion of the money the bank is presumably holding in their accounts.

What if, when you complained that your bank account has a large sum in it but
you only have an 'available balance' of half that amount, the bank replied that
they're only doing it so that OTHER people can also access their money, because
the amount of money the bank can pay out to everybody is limited.

What if, on top of it all, they continued to charge you some kind of account-
keeping fee based on the larger amount you cannot actually access.
