I suspect Qwest does the same thing
I tried to bittorent Suse 10.3 when it came out and after a hour I noticed it was not going very fast and when I looked at the details is looked like it was going to take 12 days to download. So I went to the Suse Site and downloaded it from a HTTP mirror site and it downloaded in about 4 hours. Same thing happended with Ubuntu 7.10.
