Actually....
ALL cable companies do it... but mainly they do it within their shared customer pools... If you have Internet with ANY cable company, you are placed in a pool of customers... the more customers in the pool, the more each of those customers upload and download, it effects the other customers in that pool...

It's always been that way! This is why DSL is proven to be faster... although cable is technically faster...
