Then Comcast should be
mandated to adjust their customers bills too! If they have the time to so-call manage their network for hogs, then they should adjust those bills. If someone is paying $80 a month for a certain agreed access speed and Comcast is knowingly adjusting the speed... prolly so bad that is unbearable, they should discount that monthly fee... OR, get the heck out of the ISP business!
