Not all of that spectrum is available!
Ms. Reardon makes a mistake in implying that the entire spectrum from 54 Mhz through 698 Mhz is available. First and foremost, she forgets that FM broadcast is located from 88.0 to 108.0 Mhz, and aircraft communications are located between 108.0 and approximately 136.0 Mhz.Secondly, there are amateur radio bands around 75 Mhz and 150 Mhz; along with business users that reach up to 174 Mhz. NOAA weather radio operates around 162 Mhz.

I seriously doubt that ANY of these frequencies will be available for "white space" use. To me, it is apparent that only those frequencies that have been assigned for television use will be available. Remember each TV channel is only 6 Mhz wide. Channels 2-6 lie below the FM band, and provide at most 36 Mhz of spectrum. Channel 7 starts at 174 Mhz and extends to 216 Mhz; and channels 14 through 36 start at 470 Mhz and extend up to 608 Mhz. The last piece of TV spectrum starts at 614 through 698 Mhz, channels 37-51. In between these assignments are LOTS of other uses. Don't expect them to be happy with the potential for interference. They will not stand by only to have their 'sacred cow' slaughtered.
