It isn't white space if you are 50 miles from two transmitters
to a rural person getting leak but usable tv service on ch2 and 4 from city X 50 miles away. And getting service on Ch3 from City Y 50 miles away in another direction. In Short the FCC Knew what it was doing 50 years ago and the physics haven't hanged.
