The city made a deal with 2 companies to set up city wide Wi-Fi access (to promote business, tourism, etc.), but it is only in a certain part (or parts). The community based Wi-Fi is being set up by individuals and may be outside the reaches of the Google/Earthlink network region. San Francisco is a big city, covers a lot of area. They could also be using different frequencies (as there are several for Wi-Fi in the 802.11 ABG frequency bands), thus no frequency interference, either. Many people run Wi-Fi networks out of their houses anyways (all over the world). Neither the cable of telco companies are going to complain as they own they have the backbone that goes to the routers.
