I don't agree that the stations get nothing in return. With the bandwidth provided them, and by use of digital transmission, a station can have 1 or 2 sub-channels, thereby providing them with 2-3 separate channels, whereas before they only had one. Used wisely, this should create substantial new revenue streams.
