They were given other valuable frequencies to broadcast digital TV.
Actually, they should have been penalized for taking so long to vacate the old frequencies. But, maybe it will work out in the end, since we now have a company with extremely deep pockets that wants open networks, and will drive the prices so high it will make your head spin.
