The 700MHz frequency band is (analog) broadcast TV.
As they move to digital spectrum, this will more than likely remain for that purpose (though perhaps digital TV). The people (in America) want heir TV, they want to be pacified, they want their ads for stuff they didn't know they wanted or needed (commercial products and services).

Btw, Web 2.0 is just buzz words for technical illiterates (just as blogging and wikis are these days).
