Not US only.
I've seen this in all GSM phones I've used in Hong Kong, China, Singapore, UK and Germany. This is not a US specific fault. I carry a quad band GSM phone when traveling, since CDMA is almost impossible to use while roaming. You will see the same misbehavior anywhere there's GSM.
