How to fix the problem?
Problem: Customers calling customer service too often (half of the time for BILLING ISSUES)

Solution: Cut the customer.

Whaaaaa??!?!? Maybe they should try... ... ... ... GETTING THE DARN BILL RIGHT! I'm pretty sure this is the #1 issue people have with cell phone companies. They retain the customer, the customer's money, and the customer is happy. Also, you don't have 20 blogs online trashing your company.
