is prepay the answer?
I have used Tracfone prepay for years. You know what your status is because Tracfone has the expire date and balance on the display. There is often no roaming with the handsets they sell. My only downside is they do not offer data services, but if you don't need it, no problem. This may not be the answer for all cell users, but it has no contracts and basic phones are under $20. I also have a Cingular/ATT prepay for my wife but their terms are not as user friendly as Tracfone. I got this phone because it has limited prepay Internet ability. Also,I like the idea of having phones on two different systems for redundancy.

The real up side of prepay is if you do not like the service, you can switch by just letting your time expire and buying a phone from a different service. All major and many minor companies have prepay, non contractual options. That is cheaper than staying with a company you detest because of cancellation fees or having to finish a multiyear contract.
