Apple needs the exclusivity
of a single carrier as I am sure that AT&T is footing a substantial part of the costs in an attempt to retain customers seeing they do comprise the largest "churn rate" among the three largest carriers.

Opening the phone to all carriers would surely place any network modification cost squarley on Apple as Verizon was first approached and turned Apple down as the cost outweighed the benfit to them, though apparently less so to Cingular/AT&T
