Some police do understand these issues, or at least listen
We operate several hundred ISPs and ITSPs (Internet Telephone Service Providers). A few years ago we received a subpoena for information on a dial-up subscriber from a county sheriff in Texas. They had traced a child porn email through the carriers back to us.
When I contacted them with the requested inormation they stated that they intended on kicking down the guy's door with TV cameras right behind them. I urged them to not do that and explained about email BotNet worms etc, and told them there was a fair chance that the users computer was infected without his knowledge.
Well, a week later I got a call from the sheriff. He had visited the house by himself (with a search warrant), been welcomed in by the mid-80s couple who lived there, and after he explained the situation and told them that their computer might be doing it by itself they allowed him to bring in his computer tech to check things over.
The computer was infected, there was no evidence of any child porn other then what the worm was downloading and restransmitting. He thanked me for educating him and avoiding a terrible public scandal for his department and the innocent couple.
