The problem with that is...
...the state and local governments don't care what the people want. They see a way to get more money from the people without having to raise the sales tax or state income tax.

It's kind of like the gas prices going up - it only really effects those who can least afford it, not the people who buy $50,000 gas-guzzling SUVs and pick-ups.
