Ross Perot came close
Or, you could say that Perot cost Bush the election. But, he made a very strong argument for a flat-tax, and wasn't far away from getting enough votes to win.

That is what it will take, some billionaires on board the "flat-tax train", and/or one-helluva-lot of grass roots support. I agree with the flat-tax, not sure if Perot was the right guy, but the idea is sound.
