Unfair subsidy?
What type of contorted thinking is this? If they (the states) begin to resort to taxing internet access like is on our phone/cell bills then all the carriers will do is pass it on to the consumer. It is really some convoluted thinking by the states to refer to their inability to tax this access as an "unfair subsidy". They must be doing drugs!
