this is nonsense
Cell phones emit their physical location (a la GPS) in 911 mode. Some emit their GPS location all the time. Intergraph mastered the art of coordinating GPS data and physical location mapping in a database many years ago. This talk of needing more millions of dollars to install a database and link it to the operator station is pure bureaucratic nonsense designed to milk ever increasing tax dollars from the taxpayers. The designers of these systems had to see the 911 issue coming. To say otherwise is just more pathetic nonsense.
