Seeing as 911 service via a Cell phone wouldn't have helped as there was no cell coverage. If there was Cell Coverage then Mr. Kim could have just called for roadside assistance to pull him out of the area. There wouldn't even have been need for 911.

So I doubt this has anything to do with the other story.

Still maybe Cell coverage should be improved through mountain passes.
