Universal coverage just isn't going to happen and the persistent moving to higher frequencies shrinks the coverage area per cell tower. There just is not enough traffic in rural areas to pay for all those extra cell towers, unless...

Follow the wired phone system of having a local area and a long distance area. For all those people who do not make most of their calls in the local area, impose a fee for travel that can be applied to a rural cellification fund that can put up cell towers in all the nether reagions that need it.

It's a capitalistic, entrepeneurial approach, those who travel and will most likely get themselves into these situations where they need OnStar to function or be able to place emergency calls can get better coverage in those areas where they need it.

Otherwise, you'll need the federal government to impose some sort of ruralification tax on cell phone use that will be here till the end of time and be used to fund knitted foot warmer art instead of putting up those cell towers y'all are desiring.
