How does the NSA know Ahmed is a terrorist? What reason do they have suspec that the conversations would ever be anything more than about steak?

Now if Ahmed is a known terrorist they'd have the warrant to monitor his calls. It doesn't matter who Ahmed talks warrant allows them to listen. So no problem when the call goes to Abdul in the US.

If the NSA was in country where wiretapping was perfectly legal and legit the warrant would not be needed. If Abdul in US is talking to Ahmed in said country there is no expectation of privacy outside US borders. I mean Abdul is talking to a person who is in a country known to listen on phone calls. chances are if the two people are talking steak it could be code for bomb if they are suspected terrorists.

The only time you will have a problem is when Ahmed calls Abdul after getting off the plane on US soil. Then there is an expectation of privacy and warrant needs to be obtained.

Of course if the NSA want to break foriegn and domestic laws to gather intelligence they can and they just better not get caught. All information gathered in this manner is useless in a court of law but it can lead law enforcement to be in the right place at the right time.
