Here's why

The NSA is listening in on the calls of Ahmed in Yemen or
whatever and Ahmed gets a call from Abdul at 1-212-555
-1212. Oops! That?s from the US. So the NSA has to stop
listening, find a FISA judge and get a warrant.

In the meantime, Ahmed and Abdul have finished their call. Now
they might have just been talking about uncle Muhmar?s recipe
for chicken fried steak or they might have been talking about a
truck bomb in the Lincoln Tunnel at rush hour. The NSA would
have no idea. They?d just have to hope that it was the steak
thing.
