Special Prosecutor Butt Covering
The more I think about it, the more I think they're afraid of a Congress appointed Special Prosecutor.

They can change laws all they like, but they can't make them retroactive. So they can't cover previous abuses.

Except I notice they put a FISA knockout clause in it. So any attempt to prosecute previous/ongoing abuses of these warrants could be blocked by a FISA.
