Lame
The term; lame-duck is refering to congress, not the sitting president. Lame-duck is the term used to describe congress during the period from the election until new congressmen and senators are sworn in. Of course, the current president will loose much of his power when the new congress assumes office.

I see the term applied appropriately in this article and not used in a derogatory manner.
