It'll be with your basic plan....
I've already gotten a few text messages from Verizon in the past few months trying to sell me an upgraded plan. They didn't charge for these texts. I imagine it'll be similar for "ad texts" for 3rd party products...no charge for receiving the message, but it'll still be very annoying to receive this "provider-authorized" spam.
