They will do this with QoS, too.
This should serve as a warning to any who trust the telcos will do right by them if they win the net neutrality debate. In the USF instance their first impulse was to keep charging the fee and put it in their own pockets. They would have done, if the fee wasn't so public.

But what about QoS? Sure, one can make inferences about a network's QoS rules, but the telcos will deny it if it makes them look bad.
