SBC (AT&T) Does just that
The wireless DSL modems (2-Wire) provided by AT&T, at least here in California, ship with WPA enabled. The SSID on each unit is also unique, being a subset of the unit's serial number. In addition, the software CD that ships with the modem also has complete instructions on how to properly configure your computer to work with the wireless link.

As one of the comments in the article says, this looks like a solution in search of a problem, since it does NOTHING to secure any existing wireless networks.

Oh well, the yo-yos down at the Capitol have to look like they are doing something good while in the back romm they are screwing us 97 ways from Sunday. Thankfully this year's session ends on Thursday 8/31.
