Mobile-phone outage hits New York's outer borough

Why can't they just take a page from Europe?: Just build cellphone towerse, for everyone, and let all the cellphone companies lease/rent the towers. That way if only one tower goes down, there're still 10 others in the same general vicinity.

It'd alo mean better coverage for all cell phone services.
