Try Wildblue
I was stuck on ISDN (0.15 Mbps on a good day) for years. SWB (now AT&T) offered DSL but not in my area and no plans to ever offer it. Wildblue came along with a lot better offering, I switched and glad I did. It's not perfect but much better than what I had.
