Drop the prebate...
I'd go for a flat tax or consumption tax as long as the "prebate" idea was scrapped and it was a fixed percentage. All other taxes should be scrapped as well if either of these were inacted. The states could have their flat or consumption taxs as well as the federal goverment but thats it. Everyone should get taxed the same. The rich as well as the poor.

I don't think someone should get penalized for achiving the money they make as long as they made it legally. Most took risks many weren't willing to take to get where they are. You make choices in life which lead you to where you are.

This from someone who is NOT rich by any means. A sales clerk from one of the big box store.
