One reason not to...
Because individuals would still have to file tax forms. With a sales tax based, individuals don't have to do any paperwork. Businesses, which have to file state sales tax anyways, do the paperwork.

And Bill Gates' salary is not that much. Most of his wealth is from stocks - or what you call savings and investment which you are not taxing. Heck, I think last year his total income was under 2M. So, a 1% sales tax on the items he bought would probably bring in more money than your flat income tax.
