Refund from 2003???
Shouldn't we be refunded since the time the war was paid off? Sure that happened earlier than 3 years ago! Must have been paid off since, at least, the 30s. It's bogus to offer to refund from 2003. The US Gov does this kind of stuff all along. We have a deadline on when we can submit taxes for a refund but the IRS can collect back taxes from us as long as we're alive. Very one-sided.

But my bigger question is "Why did it take this long for them to stop charging it?" They've stolen 3% of our phone bill for (many of us, me included) for decades! That is just UN-American!
