The telcos have to roll out television, which cable obviously has already.

Another name for streaming video is "television". Which is why the telcos are insistent on being able to hold down the price to customers.
The telcos have to compete with cable on price, when they have television service.

So the telcos do not want to charge consumers for bandwidth used by other companies to provide streaming video.

Hence the opposition to "net neutrality", which is those other companies trying to pass on part of those bandwidth costs to consumers.

The picture is coherent, like good television reception.
