Did you read this sentence?:

"This is what Tempe gets for allowing a private contractor to build a Wi-Fi network within city limits: free access"

Sounds like this is no different that allowing cable companies and phone companies to operate in a city, but with the added benifit, that the police and fire departments can use it for free. They might have included a plan to subsidize low income users as they did in other cities, or they might even give away a low bandwidth option.
