Service is not free
The Tempe wi-fi service is not free
(see service plans at http://www.waztempe.com/service/.

In addition, the city is not completely covered
by Wi-Fi - it is important that the city not
put 100% dependency on this. (I have not been able to get a signal in any of the two places
I have lived [Zone 3 and Zone 1], and also
have not received an email from them saying the
service is up (was to be up last December).

What about backup operations center for the
Wi-Fi - there should be at least two centers
for disasters if the first responders are going
to use this technology.
