I disagree in part and agree in part. I think it is a good thing for the city to provide the free wi-fi access.

It may not be a right, but it is a service the city of Tempe and the city of Chandler have both decided to provide. Just like, airports, coffee houses, and other places have decided to provide.

These services actually bring in tax dollars into the community, as well as increased sales at many businesses.

Everyone, including people without computers does benefit from these networks being in place.

The additional revenues brought in through taxes, etc. more than off set the cost of the network (which they would still be implementing for use by city and emergency services)

As far as the points concerning what amounts to "needs testing" before free services are granted to people, I agree in principle.
