It certainly was his intent
to give away his code in exchange for anybody, ranging from individuals working in their basement to large corporations, who has something to add to the code to share it with the rest of the world. The two advantages to that are you don't have to reinvent the wheel which gives them time to work on other coding projects and when kernel work is done everybody gets to benefit.
