What does Bush have to do with the FCC administrators deciding to impliment a fee on communications? This didnt go through the official lines of taxation...If you went to school and took a civics class in the US, you know how taxws are supposed to be passed.

This is a FEE (otherwise known as unrepresented taxation) tacked on to an industry regulated by MBAs who have no clue about the communications industry. They just want to be able to say their outdated government agency is not a tax sucking giant beurocracy.

No, the House, Senate, nor the President has anything to do with this.

The statement; "The Federal Communications Commission voted unanimously at its monthly meeting here to require all voice over Internet Protocol services that connect to the public-switched telephone network--as opposed to using peer-to-peer technology..." means that this was done in a board room, not the elected officials who are permitted by law to do this.
