On the first part of the quote from the article, a prediction of telco abuse is not unreasonable.

On the second part, I've read that net-bias as an offense has a lot in common with, say, insider trading. It's relatively difficult to discover and harder to prove. And cases certainly do not come to the attention of the authorities via public outcry.
