I don't know whether...
...Loverock is simply profoundly ignorant of Linux, it's behaviour, and the ways by which it's distributed and maintaind, or is simply spreading lies and propaganda.

First, of course, a Linux kernel can panic. So can a Windows kernel, or whatever its innards are called. What's your point? And considering that embedded Linux kernels can be, and are, stripped down to the absolute least required functionality, thereby reducing exposure to kernel-crashing events, the chances of a panic are even less than that of a general-computation kernel.

Second, while it is possible--easily so--for a user to keep up with, compile, install, and otherwise maintain the latest, greatest kernel and all its patches, that's not, by a big, big, factor, the way kernel updates are handled by most users. The vast majority of users simply get a pre-built, pre-tested, pre-packaged, blob of bits that automagically sort themselves into the right places and just run. No muss, no fuss, no compilers, no configurations. It just works. And if you run yum or up2date or other distribution mechanisms, it really is automatic. All my machines run one or the other of yum or up2date automatically, usually at o-dark-hundred in the morning as necessary--I never even see it happening. And I don't have to reboot or anything--I don't even have to stop pounding in refutations to Rock's FUD as it happens. (I just manually kicked off a yum update on this machine just so I could make that statement.)

And just what is your problem with Linux, Rock? It's not like we're trying to deprive you of Windows--unlike Microsoft, we don't work that way. We're not into World Domination. We don't give a damn whether you use Linux or not. We don't have corporate Dirty Tricks departments that browbeat computer manufacturers into preloading Linux, Or Else! We don't have monopolies to abuse and billions of dollars with which to defend and extend those monopolies. We don't try to impose single-vendor, pay-per-use, licensed protocols and formats on people. We don't threaten "Pay us a license fee or never see your data again!"

So why do you hate us so much? Did Linus Torvalds insult your Teddy Bear or something?
