They're offering outgoing calls for free while incoming calls must be paid for. So at least we can test the service to see how well it works before committing cash. Considering how cheap it is anyway I can see a lot of people (especially college students) going for this.

The downside is that the types of people who will go for it are also the ones who may not place a high priority on emergency services.
