Yes, a court order(warrant) is required..
The law which created the FISA court, specifically restricted both the president's and the NSA domestic spying powers to those approved by the FISA court.

Presidential powers often change based on laws that have been passed by Congress and signed by the President. For example, the "War Powers Act" now limits the president's authority to deploy troops into combat zones for no more than 90 days without congressional approval. Prior to that law being passed there was no time limit.

Same goes for FISA. Digging up pre-FISA case law cites is fairly meaningless, they have little or no effect on the current lawful interpretations and/or the constitutionality of the activities currently being discussed.

I.E.. Yes, the president may have had that power in the past, but it's gone now, and that's what counts in today's world.

The NSA is way outside of it's charter. It's a rogue agency which threatens the very core values of our democracy. It must be dismantled and it's remains scrutinized in the utmost detail.
