Yes it is needed.
When the telcos handed over your data logs or records, there is identifiable information involved. Otherwise the data would be worthless to the NSA. So a court order is needed. The NSA is a crypto intelligence surveillence organization. They eavesdrop on all communication they can anyway. The phone records is just more data to help them.
