Communications Assistance for Law Enforcement Act of 1994, which obligates Telco's to turn information over to the government without a court order, and even sets aside money to help them comply. LEA's use this act all the time to secure phone records without court order, so it's funny to see congressmen get all indignant about it when they voted for the peice of leglislation allowing it to be created.

Passes by Voice Vote (read uninamious) in both Houses of Congress, and signed into law by Pres. Clinton.

"...pursuant to a court order or other lawful authorization" Appears quite a number of times, "other lawful authorization" being the operative phrase here.
