The NSA has neither.. Quest's refusal proved that.

As for lawful authorization.. The FBI can request the info. But it must specify a specific target in writing. (I.E. The entire service area doesn't count.)

The NSA which has no police powers is subject to FISA court restrictions. They bypassed those FISA court restrictions and left the Bell co's who disclosed the information legally naked without a valid defense.
