The telcos did set up a separate network for video.
The question is, who pays for the network.

The telcos want to charge the companies profiting by the network so they can restrain consumer costs.

The big companies profiting want to increase their profits by having you pay for their network use.

Why would you want to donate to Microsoft, Yahoo, et al?
